The blink nerf was good balancing. It needed to be done. Now other movements need the same treatment to bring them in line with blink, which I'm sure would make it "relevant" again.
Like you say, good players are "abusing" the movement capabilities. You'd need to really buff primaries to stop the current state of the game that has people charging and sliding around at ridiculous speeds. You want to turn Destiny into a twitch shooter, basically. What do you want, 2 shot hand cannon and pulse kills? The time to kill is fine if you take away people's chances of turning a 20-25 metre gunfight into a 9 metre one at the blink of an eye.
