I spoke with the Sandbox team that balances the weapons in the game. This is part of a running dialogue between us where I make sure they receive your feedback. They wanted to give you some information about their process.
Hey everybody! We wanted to take time to let you all know that, while we did not include a balance patch in The Dawning, we are listening to your feedback. We appreciate all of you who return to Destiny over and over again, and we respect the things you have to say about what you are seeing and feeling as you play it.
As we wage wars in our playtest labs, we’re taking a lot of things into account: player data, your feedback, and our own gameplay experiences. We’ve heard the conversation about, and felt for ourselves, shotgun dominance (Yes, we see you Matador 64), but we feel strongly that our goal shouldn’t be to nerf them into the ground. Instead, we’re looking at solutions that could bring shotguns into a better state of balance with the rest of the guns in the game. In doing this, we would still want Shotguns to be effective and fun to wield. We could quickly and easily break shotguns and call it a day, but it’s important to us that we explore positive changes that can make Destiny better for everyone.
Thanks for playing and being so passionate about Destiny. We all wish you the happiest holidays and look forward to you kicking our asses in SRL.
The right time and place for a deployment of Sandbox changes is something we’ll investigate further in the new year. In the meantime, our playtest labs are home to a process we’re using to explore the current state of combat in Destiny.

I do, however, think that all primaries should have a 5-10% increase to rate-of-fire across the board. That being said, I also think that all primaries should have the exact same time-to-kill (in a static environment) across the board. What I mean is, if your enemy is standing across from you motionless, and you pull the trigger as fast as is possible, every gun's impact and rate-of-fire, should be calibrated so that they will kill in exactly the same amount of time. For example, shooting your enemy, and hitting all head-shots, would kill them in 0.7 seconds, whether it's a high-rate-off-fire pulse, or it's a slow-rate-of-fire-auto. If all primaries had the exact same time-to-kill, I believe that this would allow the perks and stats on the weapons to shine even more. I believe it would cause perks to become even more important, all weapons would be viable, and it would accentuate "play style". As it is now, certain weapons are completely useless, no matter how good the perks on it are, when going up against players with certain other weapons. This way, the weapons wouldn't be "white", because they would all still have different perks that accentuated the way you like to use that weapon, but all weapons would be viable. I've never understood why it isn't this way to begin with. I'm no programmer, but I can't imagine that it would be too difficult a task to use simple math to make this happen. If all weapons were viable, and perks were more important, then everyone would get to play the way they wanted to. Nobody would be able to complain that certain weapons kill too fast, and that they can't use whatever they want. Plus, with a slightly quicker time-to-kill, like I mentioned, at around 0.7 seconds, it would allow for slightly quicker kills against those guardians that attempt to "rush you" with a shotgun. This would make it a little less frustrating to go against shotguns, because you would have more of a chance to kill someone who attempts to rush you. It would also cause shotgunners to have to be a little more tactical in their approach. They would have to focus more on sneaking up on you, getting the drop on you by crouching and using cover to hide before ambushing, and would deter people from just running straight at you with their shotgun, with the knowledge that they will most likely be killed before they're close enough to kill you with a one-hit-kill shot.
