I spoke with the Sandbox team that balances the weapons in the game. This is part of a running dialogue between us where I make sure they receive your feedback. They wanted to give you some information about their process.

We’ve heard the conversation about, and felt for ourselves, shotgun dominance (Yes, we see you Matador 64), but we feel strongly that our goal shouldn’t be to nerf them into the ground. Instead, we’re looking at solutions that could bring shotguns into a better state of balance with the rest of the guns in the game. In doing this, we would still want Shotguns to be effective and fun to wield. We could quickly and easily break shotguns and call it a day, but it’s important to us that we explore positive changes that can make Destiny better for everyone.

The right time and place for a deployment of Sandbox changes is something we’ll investigate further in the new year. In the meantime, our playtest labs are home to a process we’re using to explore the current state of combat in Destiny.

Mid rate of fire auto rifles could use a slight buff. High rate of fire auto rifles need a slight buff but not too much. Pulse rifles: On the high rate of fire pulse rifles, increase damage drop off and range they are accurate at. Reduce the effect of high caliber rounds on them. Hawksaw type of pluses seem fine but if not doing enough damage we can always make it do more damage. Mid rate of fire pluses seem to be fine in my opinion but a slight body damage buff could be used. Low rate of fire pluses can use a stability buff and slightly less horizontal recoil, Increase damage so that it can two burst more often. Hand cannons: I don't want to get people triggered so don't hate on me. I wouldn't make them 100 accurate. But I would let the player know when the handcannon is 100% accurate, like the sound of a lucky hawkmoon shot. So if you wanted to be 100% you wouldn't be spamming the trigger. On higher rate of fire hand cannons reaching 100% accuracy would be faster. For mid rate of fire recovery time wouldn't be as fast. I would reduce the effect of bloom to where you don't NEED rifled barrel. Scout rifles: They seem to be in a good place. More base stability on fast rate of fire scouts. Sniper rifles: Increase damage in PvE. Take out the increased Scope Zoom Nerf. Make LDR type one shot supers. Fusion Rifles: They seem to be in a good place. Good skill with them equals good reward. Shotguns: Take out Random pellet spread. Ice Breaker: Increase stability slightly. Spawn in with 1 shot already in the gun. Decrease scope zoom back to that of year 1. Increase explosion radius Thorn: Take out the range nerf. Hawkmoon: Increase the range on it. No Time to Explain: Take out the flash on it. Red Death: Increase the range. Mida Muti Tool: Increase the stability slightly. Patience and time : Decrease time needed to become stealth. Bungie Decrese time between weapon patches. Sepreate PvP from PvE I think this would help a lot with exotics and balance in general
