The reason why people are frustrated with shotguns is simple. Primary weapons are underpowered...so shotguns dominate the game in ways that they shouldn't.
Every day in the Crucible----despite starting fights with shotgun rushers and Titan skaters at mid-range, and in the dominant range of my pulse rifle or hand cannon----I'm having to backpedal or get up in the air in order to avoid being killed by a shotgun warrior running straight at me.
He's running straight at me because he knows that none of the game's primary weapons (unless I start backpedalling) is going to kill him before he can reach shotgun range. So he has no reason to show ANY respect to my primary weapon fire.
NO OTHER FPS that I'm familiar with allows people to do that with shotguns. If you tried to play that way in Titanfall, you'd be dead before you made it halflway to your target.
In Year One----before ARs got nerfed with a chainsaw, and Bungie strated trying to recreate Halo TTKs----you could stand your ground in the face of that shotgun rush, and put REAL risk in that play style. But since that nerf, shotgun rushers have had the advantage in EVERY 1v1 that takes place inside of 50 to 60 meters.
Throw Juggernaut shields, blink, shadestep or skating in to the mix...and that distance gets even larger.
