The gamer population is too small for SRL to be a monthly event. Furthermore, as new activities are added to Destiny the population is distributed among more of them, which increases the wait times for matchmaking.
A second reason against the idea of a monthly event concerns activity rewards and development cost. Handling rewards becomes increasingly complex when another activity is added. And how would development for a monthly SRL event be funded? Development is not free. Employees must be paid to develop new tracks and rewards.

This is my first srl I passed on it last time. It's fun but very stressful I found it to be the most frustrating thing in all of destiny. As all sparrows are basically identical in speed and movement your all constantly knocking into each other. So there is am happily in 3rd trying to hit all the gates for quest then some bellend comes wide around a corner hits me and I miss the gates. If he was here I would of inserted my controller sideways up his ****. I think once I've got the armor I won't play it again. Unless they make it so you go through other players or some sort of upgrade or tweaking system like for better cornering or better flat out speed etc. So no it should not be a monthly thing like IB I don't think my blood pressure and controller would survive on a monthly basis.

it is true that srl is not perfect and does need tweaks, possibly destiny 2.

First sentence tells me you don't have a clue. No need to read further.

What ever happened to the money that people have already spent on this game? Isn't that how most larger companies fund the next development? Seriously, if I hear one more person say that bungie is having "funding issues" with this game...

Destiny now costs less than in Y1 and Y2 when we paid for the base game + DLCs. Microtransactions are optional. Bungie has a much larger staff than in previous years -- 715 employees per the latest report.

But... they don't make new maps specifically for IB. There's not too much gear for SRL compared to IB. Enough people have asked for SRL and they'll make plenty off of the dawning and they made a ton on FOTL. They have enough money. They're just too busy with destiny 2, so destiny 1 is kinda stale, which is a mistake on their part. If people get bored of the content drought now, they won't buy D2. They'll think it will be the same
and to be honest it probably will be the same...
IB rotates among different types of Crucible match types and new Crucible maps are added every year. Enough gamers have also expressed their lack of interest in SRL that a monthly event would not justify the development cost. Bungie compromised on this point by offering SRL in private matches for those interested in racing more often than annually.
