Bungie should permanent ban them. Especially if they were dumb enough to send those messages. There are no excuses then.
This has been a problem with no fix since year one, and the reporting system is a joke. I have never heard of anyone getting punished for this and it's downright obnoxious. I stopped playing strikes because it got so bad where players would sit at spawn doing nothing while you clear the whole strike, then would hop on their sparrow and drive all the way to the boss room.

In year one it wasn't an issue because heroic strikes weren't matchmaking.

I would say a permaban is pretty harsh unless they were extensive repeat offenders. Also the messages were pretty inocuous. Nothing ban worthy. Once upon a time, there was a wave of temp bans for people who were inactive in strikes. Bungie should roll out another wave of that.

Maybe not permanent ban from game then but perhaps 1 month ban from strikes playlist, or something like a debuff or something. I know what you did was great (and bravo) and probably caused more agony to them than any ban, but it's upsetting you had to waste your own time because of them.
