So i had a thought when i saw the sweeper bot without the broom, who contemplates existance, which suggests self-awareness and the ability to learn and question.
There are only 2 known frames left involved with the tower like this. Those frames are both redjacks. Those 2 left are:
Arcite 99-40, the crucible quartermaster
And dahlia 99-40, a frame who hasn't really been talked about. I recommend you watch the video myelin games, the redjack uprising, for more info on her
But for those who know the story. I believe that the frame with the missing broom who appeared with festival of the lost is dahlia.
I dont have evidence from grimour or anything. But the frame fits the description pretty well. And it appearing with the festival kinda fits the bill too, as shes been "lost".

It says in the grimoire that frames often develop mannerisms and quirks, so I guess depression is one of those.

The sweeper bot is just the old sweeper bot from Tower North. She's missing her broom, her only purpose in life to sweep. Of course, on Festival of the Lost, when the only thing on people's minds are death, she's going to hear those mannerisms from passerby. Frames can develop those mannerisms, and sweeper bot has been around for at least 3 years. Even the postmaster can experience anxiety, so it only makes sense that both her stress and the mannerisms of death and uselessness make her say what she says now. Furthermore, Dahlia and Arcite are not the only two with personalities. As I said before, even the postmaster has developed a personality. Talk to the bounty bot, he has a different tone and serious mission-giver dialogue. Plus, it's definitely [i]not[/i] Dahlia. Read the Crucible map grimoire cards; half of them talk about Dahlia. She's said to be an inspiration to the other bots and a fierce fighter. It makes no sense that she would be as anxious as sweeper bot. In addition, Dahlia is out in the field. The Crucible map cards say so.

Dahlia would not be commissioned to sweeping the Tower. If anything, she would have fallen into a role similar to Arcite and remain close to Lord Shaxx. And what description of the Frame are you referring to? All Frames look identical except for Arcite at this time.

The sweeper bot by the postmaster isn't a new bot, the one down by the puddle disappeared when FotL started
