The problem I have with your suggestion is you want more of the things you have to buy with silver. I agree more masks should be available but I think they should be instead available through the lady you get the bags from. She currently sells a crota mask that isn't needed for the quest lines so it should have been that that mask rotates. The thing is bags of candy are too easy to get so they aren't worth a treasure of the lost.

What they did last year was fine. Bags reward a random blue paper masks that expire. You needed glue and paper scraps to keep them. You either buy glue from eververse or grind out bags for a small chance at glue plus random mask. Any mask you didn't want could be scrapped for scraps. The drop rate for glue was about the same for the fire wolf mask. But it kept people grinding for that chance, or giving up and buying a mask from eververse. That either gave us a purple mask we wanted or the glue we needed to keep the mask we wanted. The exclusive flame mask was only obtained from eververse. But it was the only one that was behind the wall. Enticed purchases but was rewarding for players since it was about a 1 in 10 drop. Win win for player and bungie.

The blue bafs couldn't drop paper glue. It was never a possible reward. That was the problem. And the bags had Rng that didn't care what other masks you had. The system last year wasn't bad but for most players it meant getting one mask and that was it which a lot of people didn't like because there were so many masks. There were also a ton of consumables that by this time last year were least not useful and this year there's a lot more fun stuff that doesn't drop your light level to use. I kinda like the new system better as it allowed them to let three of your characters get the treasures when last year I only played on one. That means people who don't want to spend money automatically get more masks than last year.

The first few are easy for the questline, then they double in size and when you fill those up you get a mask. After a few masks then they increase in size again (but not double again, that would get kinda ridiculous, maybe 25-50%) and then start rewarding full treasures. That way everyone can get a few masks for free and the grinders can really no-life it for every last thing.
