For Dead Orbit not working
I have the shader, emblem and cloak equipped but I'm not getting credit for anything. Abandoned it and reacquired it but still nothing.

I deleted the quest, removed my faction cloak, went to the kiosk, picked it up again, put my cloak back on, and it started working. I leveled up 3 times in between without any credit though.
