Acturally, the warlords could use their ghosts to revive as well. Guardians aren't the only ones.

The warlords are guardians. Only guardians have ghosts.

The Warlords were "Guardians". They just abused that power to rule over people. The Iron Lords rose up in defiance to those Warlords because they couldn't stand the abuse of a power given to protect the weak and helpless. Not all the risen are good. Not all the risen decide to be protectors. Some chose to be Warlords like Segoth and Felwinter. Some chose to follow Efrideet's pacifist teachings.

Segoth asks him why he chose to follow the Wolves when he was already a powerful Warlord, the only one who took an entire mountain. Felwinter left behind his past as a Warlord and followed the Iron Lords because he understood that they were leading to a future where he didn't have to live in constant fear. A future where he didn't have to sleep with his back against a wall and a weapon in his hand.

Yeah, I understand that they were like us, just douchbags. But they could revive. I like to think that their ghosts, being apart of the traveler, were very disappointed with the warlords they picked to be their partners.
