Yea.
Even more at the fact that Tyra's text in the quest says something like 'The Archives must be rewritten' and 'She doesn't want to talk about her whereabouts.'
Which, to the experienced eye, reads as such: 'We -blam!-ed over lore and pulled her out of our ass, we won't tell you why and how though.'

Either it's that or she'll be much like Saladin and Petra. Starts out as an event vendor, then surges in importance later. Perhaps D2, she'll be a key figure with the pacifist order she was with.
