A surprisingly large number of complainers eventually reveal they aren't the ones that bought the game. A sibling, a spouse, a parent, etc bought it with their account and they share the console.
So it's hard to say how many of the complainers are in this category versus simply didn't get it at all.
Combined with the regular reasons for not having it (left it in post office and got destroyed, deleted character, etc)...

Well, he didn't buy it, but it's more the fact that we both got it for TTK and then suddenly not in RoI, meanwhile nothing changed. I'd understand it if they actually came forward and said something about it, but aside from a tweet redirecting you to the help page, there's been nothing. As for the "regular reasons", there's not been any character deleted, we've checked the post office since day one of me purchasing the DLC, and nothing. I'm not necessarily looking for it to be given, I'd be happy with an official statement, though, obviously, getting the SoL would be most appreciated.

Hmm.. Ok. You'd think that Bungie would have patched a workaround or at least said something about it. Like, I have no massive issues if it's a DRM issue or if they just don't want to supply it, I'd just like some kind of confirmation either way.

From the phrasing, it didn't sound like an issue they couldn't work around. But they consciously made a decision to do things different with DRM and this was the result. But Im on the phone and cant find the text... and hell... maybe I'm reading too much into said text.
