I FINALLY GOT MY FIRST SKELETON KEY
After 20 or so SIVA strikes. It's going well ;)

I feel your pain. I've only received 1 and that was from the end of the story mode. I believe they should be like the Queens Treasure Keys where you are gaurenteed 1 a week or possible drops from bounties. So frustrating seeing those Skeleton Chests and not being able to access them.
