This is being investigated as noted in the Known Issues thread that is pinned on the forums.
No need to spam the forums with something they already know - instead it would be best to all read the thread and potentially run some troubleshooting that may help them determine the issue. It wouldn't be the base file since then nobody on PS4 would be playing, which isn't true - so it is likely something in propagation or distribution, which they have to investigate with Sony, since it is their systems that do all that.

They'd love it if we shut up about there glaring mistake. That's fine if you want to just let them act like this but sure as hell don't encourage people to be silent. You think it's going to be ok that they screw us, give us a game late, ruin the experience and just take sorry as good enough? Accepting that behavior only encourages it. On top of everything, this is their first chance to release actual new content since development and they dropped the ball big time! Doesn't bode well for future and even more expansive DLC....

No dedicated customer service so you want us to run around and do the same things we have been doing before? I do not agree with you sir you have to get your voice out there to get the problem solved. Especially when you get overshadowed by people mad cause they don't have there gallarwing. PRIORITY IS THE ISSUE HERE!

There is an absolute need for people to keep posting or "spamming" the forums because of this. Not being able to play and being give awful advice that makes the situation worse (reinstall the game that won't reinstall, and now have to download 50GB for no reason when the issue is fixed as a perfect example) is reason enough to push this issue. Maybe if they communicated with us and told us what they were doing instead of telling us "talk to Sony so they can tell you to talk to us", you'd have a point.
