Practice. I was bad at tanking until I made an effort to be aware of enemy mobs and studied fights.

When i say he sucks at tanking i mean he has nothing good to tank WITH, all i have is puncture for getting attention on me and i dont have enough cp to go into vet dungeons yet

I don't play ESO, so I don't know the specifics. What I can say, however is that every role needs gear. It's not a tank exclusive... If the dps can't do enough damage and the healer can't heal enough your have the same problem as the tank not being tanky enough.

Maybe its because everyones absolute max level with all the best possible builds for quick 1v1 kills but i just cant seem to survive if im just holding 1 or 2 guys off from attacking my group

Jesus I've fought tanks in pvp that would literally not lose health. With 10+ people attacking them. I don't get it
