Generally, you will want to re-install the game on playstation if you are switching from disc to digital: https://www.bungie.net/en/Help/Article/45179
As for sharing digital licenses between accounts, that is a console feature and supported by Sony/Microsoft. If you have changed the 'primary' console setting, that could explain why the CE items are not equippable by your K account.
