You just add the option when infusing to carry over the perks, or not, it's just one extra button click and you can keep your looks without sacrificing the perks that complement your play style. This wouldn't work for exotics of course due to the unique perks that come with them. Don't think they're going to let you transfer triple jump from your Bones of Eao over to your Iron Companion Boots. But exotics already have a reforging option.
