I doubt they'll go that route, because it would take away from the 'individuality' of being an Exo, not to mention the whole point of them being truly sentient beings.
Making them just a flash copy of someone else's memories would make Exos nothing more than confused machines shadowing life.
The process of having one's consciousness transferred into a machine body, à la "Ghost in the Shell", is easier to digest, keeps Exos special, and makes far more sense based on whats been going on in the lore around them.
And this is me ignoring Cayde's Journal, which all but proves he went through the transition from Human to Exo.

The possibility that Humans were turned into Exos using this nano tech is definitely on the table.

Notice they talk about their attitude, a bit. I imagine that as exo's remember they were human....they'd be a bit more difficult. Hence the memory wipes that occur

Right. What if Exos are just a fashion trend ? Lol I've always honestly thought it made sense for guardians to be Exos as they are being "revived" hundreds or thousands of years later after death and putting a soul type thing into a an Exo body was simpler from a ghost stand point.

From the older builds of the game, that was kinda close. Each race had a different intro, but in the end having our Ghost find us in the Cosmodrome became the universal one - which originally belonged to the Exos.
