My take is that they should make initial accuracy 100%. When the gun is fired change the reticle from a dot to a small ring. Once the accuracy returns to 100% the reticle becomes a dot again.
This gives the player a visual representation of bloom, allowing them to choose to spam the trigger in hopes of a quick kill at close range or to pace their shots with a visual cue for when accuracy is assured.

This is too complicated for Bungie and thats why everyone can use the same gun for every map. I use a hawksaw and I win at any range. It is just freaking bizarre how complicated balancing is in this game when its a simple thing.

They could do that. They could also make all recoil vertical. They could make all flinch equal. They could make range and aim assist independant stats. Variety in mechanics and the combination of their effects makes the game more interesting as long as it's done right. Simplicity doesn't always make things better. I agree that bloom is currently a poorly implemented mechanic. They can either change bloom, or remove it as you suggest. However, you can be sure that if bloom is removed they WILL nerf another aspect of the gun to compensate and maintain their current idea of balance.
