I am having the exact same issue. I gets tons of green drops, and all of my rare engrams decode below 250, even though I'm over 300 light on all my characters. I have decided to just stockpile my engrams until this bug is fixed, because they are all useless for me right now.

I'm breaking down 90% of my stuff for armor & parts. I use the wpn parts & funds from break down to get a high count then go to say new monarchy & turn in parts for rank increase faster. When I make rank I am awarded with a legendary engram at my current light level typically 327 weapon or armor piece. Then I'll infuse it to a much needed exotic or save it for later. Just a thought. Last IB I got multiple 325,326,327 armor pieces & shot guns dropped after matches. I used the extras to infuse other weapons & armor to higher light levels. Since I ran my titan exclusively during IB the numbers stayed in the 327-329 range. I ended up with 5-6 helmets, 4 chest, 8 shotys, 3 pistols,2 pulse rifles. I sucke at pistols but I know the value of Tex mechanicas Last Word so it got an infusing, I took 1 helmet to my hunter & 1 to my Lock for there primary helmets and the Titan got to keep 1 IB helmet 326 & another was used for exotic Saints. Simular with chest pieces. I'm just glad it doesn't have to be titan into titan, lock into lock etc. I do wish you could take any weapon & infuse it into any other weapon. I'm running 50/40/10 Primary/special/heavy drop percentage so my heavy drops are scarce. I would buy them from Creepy but I'm not getting the #'s even before the IU (Iron update). Creepy would sell me a heavy at 285 or less. Even with armor it was around 280, I see that as a waste of my marks. Really pointless if you have to wait on just random drop or ranking up to next level with Dead Orbit,Vanguard or the like & even then you don't know what your item is going to be. You need a helmet but get everything but that helmet for weeks. Great mighty guardians with all this awesome power but you can't pick out your own armor????? HEY BUNGIE.COM WHY DON'T YOU MAKE RANDOM ENGRAMS CHEAPER & SPECIFIC MORE EXPENSIVE. IE RANDOM LEGENDARY HELMET ENGRAMS ARE 120, WHY NOT MAKE THEM 60-80 FOR LIGHT 250-300. SPECIFIC LEGENDARY ENGRAMS SHOULD BE 120-140 FOR AN ENGRAM WITH LIGHT EQUAL TO YOUR ARMOR. LIKE I GET TYPICALLY 326-327 ITEMS ON RANK UP. EXCEPT CREEPY CRYPTARC, I NEVER GET ANYTHING OF MATCHING LIGHT FROM CREEPY. BUT I AS A PLAYER WHO CAN'T GET INTO A LOT PARTIES WOULD PUT DOWN THE EXTRA MARKS FOR LESS RANDOMNESS & MORE SPECIFIC, EVEN IF THE ODDS WERE INCREASED 140 MARKS FOR HIGHER LIGHT ( PREREQUISITES WOULD BE REQUIRED, YOUR LIGHT LEVEL WOULD HAVE TO BE WITHIN RANGE OF THE LIGHT. ) YOU CAN'T GET A 300 RANGE IF YOUR ONLY 250 LIGHT. AND LIKE I SAID IT'S AN INCREASED CHANCE. SO IM A 324, I NEED 320+ HELMETS I HAVE 1, I ALSO HAVE 305,306,311. I PAY 120 MARKS SO MY BASE NUMBER WILL BE 300 MINIMUM-324 MAXIMUM AN AVERAGE WOULD BE 3071/2, 307-308 WOULD/COULD BE THE BASE. THE LOW SPLIT, 316 THE MEDIUM SPLIT, 324 THE HIGH SPLIT. JUST AN IDEA BUNGIE PEOPLE. Have you had simular issue with Creepy? Just curious, that's why I put my idea in here with hopes bungie reads the original message and this consider it or leads to something a bit more rounded out & fair to us players who put hours into the game only to get let down by a randomized bull shick program of some kind. I mean it's not like there's an actual person decoding for players. If that was the case I'd seriously want to hurt this person. I finally got my hand cannon from VOG the week before it became useless. I was very upset over the whole weaponry issue, then they did it again making my thorn useless, I'm still passed off over that, my Ghorn, my icebreaker etc etc. SOME OF US HAD TO WORK A LOT HARDER THEN OTHERS TO GET THOSE WEAPONS & BUNGIE NULLIFIED THEM ALL IN ONE DLC. SOOOOO WRONG OF YOU GUYS BUNGIE. MY LITTLE PIECE OF PISSED OF FOR MY MONEY SPENT. Don't go changing crap like that. Winners be winning about over powered weapons ? Sometimes it's the shooter,server or there isp OR cheats not hacks. Like what I've seen lately may be me or its some kind of tactic idk but I find it really odd, in Crucible usually small 3v3 matches, our team will have 3-4k lead sometimes more & able to hit our targets with typical PvP skills, then suddenly it switches, we can't seem to hit anyone, our lead melts away fast and now we're behind by what we were just leading by in a few short min. And you see little graphic errors like opposing team appearing from nowhere, or a titan throwing a void walker super right after a titan slam to clear us from the heavy. Cortana seems to have trouble getting these clips for some reason, but when I get one you'll get it right away. Crucible should start with a set amount of heavy for the match & then the player chooses when to unleash it. Certain quest are super pain in the assignment because you can't get to the heavy, a team mate opens it before others get there or you get it & die. SCREWED TILL NEXT MATCH FOR SWORD KILLS. Sorry I write alot. But it's feedback for help with problems. Here are problems with feedback for possible ideas for fixes. With no heavy to watch out for or use as bait you might see different playskills. Some maybe more realistic because everyone will have heavy, the traps won't be there for the canned team to use on the random teams & you won't see one team with all the heavy against the one that doesn't have any. It's a way to maintain a balance of each team. Again a thought for a problem with feedback. A more balanced crucibal? Wow that would be cool, say 4 rockets & 1 1/2 drums for machine guns. We can do a trial run or it can be game type. Look at this perspective, when every player has heavy at start it can be tense to when who has & hasn't used up all there heavy yet. You'll see more titan defenders in Crucible for sure. Less running around stupidly without worrying because heavy is all usedup, up nope! Gotcha. I think it would change alot strategies in Crucible. There's some of my thoughts I hope I spark something.
