Level 25 packs

The level 25 character upgrade packs disappeared from PS4 store and are currently only available as a perk in the Destiny collection upgrade. Will this change or is that permanent?

these packs are shit.. i used mine from ttk release for my new hunter.. guess what, it boosted me to lv. 25 with some blue gear.. but all the subclasses remained unleveled..
