Because it takes up a perk spot that could be used by something better.
I honestly believe if cocoon was a rollable perk it would be mid-tier at best.
Also, all the raid weapons were given horrible reload speeds to make cocoon seem more useful. Basically they made a disadvantaged weapon and then somewhat fixed it but used up a perk slot in the process.
We need something that actually makes the raid weapons seem useful and unique. Elemental damage did it and I'm sure Bungie could think else to do it as well.

I agree with the exception of Quillim's Terminus. Takes practically the same time to reload as it does to cocoon lol
