They all do except for Saudi Arabia and the President of the HRCommittee. Chair can propose shit and start a veto process while the President can overrule the veto process and that's pretty much it

The Senate is 2 senators per state. The head of the Senate is the Vice President and acts as nothing more than a stalemate breaker The President of the HRC is like this This Chair is defeated by the President who has powers that encompass pretty much just vetoing whatever Saudi Arabia is rumoured to have gotten its position in a backroom deal so Saudi Arabia would lose interest in becoming President
