The problem is that Bungie isn't looking for balance (Going off of the interview conducted by Crucible Radio) as a result Bungie will knowingly leave something in the game that outperforms everything else. In addition Bungie goes off of usage rate with very little consideration for the why that results in the usage rate of what is being changed.
