If we forget the worshipping part it could be like the vex are experimenting to try and replicate a blight similar to how the VoG is them trying to replicate a throne world

That may still be the case. Worship may just be a tool for this experiment.

Maybe, but the way they worship it and have how it commands the statues almost makes it seem like it could be core vex mind, like it's the organic brain that controls everything in that area

As a computer nerd, this makes the most sense to me. Having "one-mind" is quite complicated because all the vex have different goals so something near by would have to control areas as a opposed to one mind controlling all the different Vex and manipulating them on a case-by-case basis. So the core mind would act as the main "router" while each heart would be "switches" to transmit the signal to the hive in that local region.
