The Boolean Gemini is currently My favorite year two exotic, and one of My favorites overall. I love how it feels to use, and the perks are unique. I would like the buff from either perk to last slightly longer, but I wouldn't want both perks to be combined. That would be noticeably over-powered.

It wouldn't be overpowered at all. +3 armor is literally less than 2% more health.

Dude, in PvE +3 armor turns My Hunter into a Titan. That's a big enough difference. +3 Speed boost does not need to be added on top of that.

In pve armor is useless. Everything kills in the same number of hits. Armor is only useful in pvp and you almost never get +3 armor in pvp. Also, the armor perk requires body shots meaning you have to purposely make the gun worse in order to get the bonus. Terrible perk is terrible.
In pve armor is useless. Everything kills in the same number of hits.
I've survived more encounters with that armor boost, than without. And I seem to activate the perk just fine in both PvE and PvP, even when aiming for headshots. I find it to be lackluster not because "it doesn't do anything", but because it often runs out before you can make use of it. Thus, My desire for it to last slightly longer.

Sounds like a placebo. 99% of enemies will kill you in the same number of hits so the armor isn't helping in pve. If you're forced to chose between one of two perks then it needs to work one of the following ways.
One way: +2 agility for you and surrounding guardians on a precision kill. Stacks up to two times Or another: +2 armor for you and surrounding guardians on a precision kill. Stacks up to two times
Or
One way: +1 agility, increased weapon handling speed and target acquisition on a precision kill. Stacks up to 3 times. Or another: +1 armor and +1 recovery on a precision kill. Stacks up to 3 times.
