Once they opened the "free" sterling treasure from the postmaster it will no longer appear on their other characters. It is always like this when bungie sends a "gift" to your postmaster. It will appear at the postmaster on each character. Once it is opened by a character it will no longer appear at the postmaster on the other characters. I hope this helps.
