The Elite in the picture was the only Elite in Halo 3 in command of a fleet. But, Jul 'Mdama, the Elite that Locke killed, did not think an alliance with humanity was wise, as he thought us dangerous and untrustworthy. However, that changed to genocidal intent when he was taken prisoner by ONI and experimented on. He was able to escape though, and after making his way to the Sangheili colony of Hesduros, he found out that a UNSC and ONI operation on Sanghelios had killed his wife.

Why are 343 always trying to make the UNSC & ONI evil, it's completely out of character. while ONI wasn't the moral agency before, they've made them outright evil.

Edited by Lord of Admirals: 3/5/2016 4:10:40 PMThe UNSC/ONI operation that killed Raia 'Mdama was conducted because Vadam was being attacked by Sangheili warships and armies and would have been overrun and defeated if the Infinity did not come to the Arbiter's aid. Raia 'Mdama was killed when the cruiser she was stationed on was destroyed by Howler missiles. The UNSC and ONI have always done questionable things in their attempt to do good. During the Insurrection, the UNSC nuked the colony of Far Isle because innies had taken control of the colony and were demanding they be allowed to secede from the UEG. ONI conducted numerous assassination missions during the Insurrection, serving as judge jury and executioner. Not all the assassinations resulted in an innie death either. Then there's obviously the SPARTAN-II program, where ONI's reaction to mounting political turmoil and civil unrest was to kidnap 75 kids, butcher them, and then send them back to their homes to kill insurrectionists. Much of the "good" the UNSC and ONI did during the Covenant War was because humanity suddenly became united as an alien conglomerate was exterminating humanity unprovoked. Still, pockets of the insurrection existed, and when one such pocket contacted the UNSC during the Covenant War to trade nukes in exchange for medical supplies, the UNSC sent in Blue Team to kill the innies and steal the nukes.
