I don't have the best connection, but it is more than required for this game ( or any xbone game). Most people talk about how great their net is, but have no understanding of how it works though. I finally convinced a friend, who always lags despite his"amazing connection," to forward his ports and walked him through the process, and he was blown away by the difference.
My point is, you're making great strides in the right direction with connection issues, but most players know nothing and assume it's not their end causing lag problems. Some people do actually try to cheat the system, but usually only show up in trials or banner, where there are actually rewards for winning. Please do not match based only on connection though.
Great idea: put anyone who reaches lighthouse in separate matchmaking. Did you never wonder why only the same people get there every time? They just keep playing, guarding the gates and squashing noobs who get too close to winning. Its not fair for them and they usually quit after that. On that note, I played doubles with a friend who recently got Destiny, and every game he had played was against nearly 320 players. The level didn't affect him, but he had one legendary piece of gear, and the opponents had year1 elemental primaries, icebreakers, etc. He had no chance.
You have all the pieces of the puzzle, keep trying and you'll get them each in the right places.
