The inherent problem with a majority of your suggestions is that it runs counter to Bungie's current business strategy. Portions of the game are cut off intentionally, whether it is to (a) hold back content in order to be able to release such content in the future or (b) restrict such content in order to artificially prop up the playing population within the limited playlists. And you cannot expect them to reduce elements of grind per se, only perceptions of grinding. Games are built to induce players to grind (er...built to enhance "replayability", sorry).
Examples of this include slowly bringing forth year 1 gear, time gating missions and exotics, rotating playlists, initial reluctance for private matches ("did not want to separate competitive players from the rest of the community"), RNG altogether (can't just play something once and expect to not have to play it again), infusing, reputation levels (what do they unlock? nothing, just provides you with one RNG lotto ticket), etc., etc.
Bungie will not willingly change their strategy, although they could be convinced to simply re-skin it. After all, it's what they're good at.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
