No. He's the Speaker.
Fragile giant is the Traveler.
He was the first leader of the newly formed Guardians and helped build the city. He was considered a God or almost. He now speaks for the Traveler. A God as well. Titans are known to be the ones who built the walls. He's worried and knows stories that he refuses to talk about. Watch the first cut scene between your guardian and the Speaker. We now know the Speaker's name and a bit of history of how he came to be.

The picture on the grimoure card is the table to the right of the speaker, so I think you are correct.

Yeah. Looks like schematics of the traveler maybe. Or the Tower. You can see the opening of the Speaker's room out into the Tower from the picture as well.

I thought that before reading his post. Just makes the most sense given the information presented. Besides Dredgen Yor has already been in several cards and none hint at his being a leader of the city in any way. However, I wouldn't be surprised if he was one those Risen at one point. Maybe Zavala and several others in the Tower or in other cards were as well. Besides, the Speaker is the only one whose name has never been divulged and the info in the card describing him and his worries and reticence toward the end of the card seems perfectly in line with how he's presented in the game. Just my $. 02 anyway.

If you were right then Dredgen would have had to have been replaced and then gone on to fall into evil and changed his name and all that. The most simple and straightforward explanation of the card is that the Speaker was a powerful titan who was considered a leader even during the early fractured days of the city. United the most powerful Risen and helped create the Guardians. Helped repel the Eliksni and build the walls with his fellow titans. Used the hope and praise of the populace to unite the city under the Vanguard and diminish the factions and eliminate the Consensus. And was considered so powerful and the greatest leader he was considered almost a God and was appointed the voice of the main God aka the Traveler. Where he stills stands. Occam's Razor and all that. (I think anyway)
