Have you tried canceling that link and sending him a new referral link? I have a feeling you have by the way you worded it. But this has helped some people

  • He bought the game Wednesday? Keep in mind, you only have a week total to get this to work. You're short on time. Maybe he should re-link his profile to his bungie.net account and then retry the process with you? If he only has a ps4 account linked to his bungie account he will need to also link an xbox account to it so he can de-link his ps4 account. You can't be on the same account that you're delinking if you get what I mean, so he will have to log in with an xbox live account on here I do not suggest waiting. Also, I suggest restoring licenses too.
