Yes, it's why he sees old factions that no longer exist as well. Just like you see the markings for a long gone faction in the banner fall pvp map. It's most likely factions that will come back in destiny 2 and future dlc.

Are you sure? That was my initial reading, and I'm no expert, but I didn't think ghosts (and, therefore, the guardians' ships mentioned) were around until after the Collapse. And besides the Guardian ships, it also mentions ships salvaged from the Golden Age (not directly from it) as well as "vessels that have yet to emerge from the Shipwright’s hangars" (possibly designs not yet invented? In the same way the Stranger's Rifle was described?) Plus, those other symbols/emblems were "never seen in the Tower to date" as in they never existed before. So, yeah, all signs point to some sort of future vision if my reading's correct.

So it's entirely possible that the vision was right after the collapse and was of the early guardians. For the ships not yet coming from the shipwright makes me think it's just she hasn't discovered the tools to remake the ships, as in its lost technology. Much like a lot of the guns, which is why sleeper and Suros regime and such are exotics. Symbols not yet seen does lend itself to sounding like its implying the future, but it could also mean they have disappeared and not yet reemerged in the tower.
