They lower GRAPHICS for split screen. Not FRAME-RATE. But when you switch back to single screen the graphics will return to normal

Well seeing as how it makes no sense to manually lower the framerate, I fail to see what your point is. Let's be honest though, the game really doesn't look "next gen" anyway, Crysis which was released all the way back in 2007 looks every bit as good as the game, so lowering the graphical fidelity in order to accommodate a small minority of people who would actually use the feature is pointless to them. In order to code the game to lower the graphical fidelity when using split screen would take time and resources away from polishing every other aspect of the game which 99% of people who buy the game actually do care about, not to mention the fact that if they were to do this they would undoubtedly receive lots of bad criticism for how bad it would look while using split screen. The xbone 's tablet apu just isn't powerful enough.

Halo 4 ran at 30 fps regardless, and the xbone port definitely drops to 30 fps when using split screen and a lot of people complained. The fact of the matter is that the weak hardware of the xbone cannot handle split screen at 60 frames per second.
