As soon as the mag hits the weapon start sprinting and the animation will skip you having to rack the slide. I do it all the time.

But you can't fire it until it carries through with the whole reload process. It's called reload cancelling

There is a slightly delay before you can actually fire again but you can still do this to get back to sprinting slightly quicker. It's saved my hide a few times.
