I've never understood why the partial reload does not exist in the game. Every time I reload I have to set through an entire reload animation even though the mag is not empty and there is a round remaining in the chamber, my guardian still has to work the action to complete the reload. Realistically he would be ejecting a live round for no reason.
Battlefield understands this, why can't Bungie?

plus 1 for you

They understood this in the original halos but have sense forgot lol.

what? you can cancel the animation to hasten the reload (on most weapons). ARs, scouts, sides, and LMGs can all cancel to ignore pulling the action. snipers CAN, but it still requires the time to be waited, so its not really speeding up.
-
I know you can cancel but there should be no reason to. If there is even a single round remaining, the animation should only consist of replacing the mag.

Bungie just makes crap up and run with it. True I can see this with energy weapons IE fusion rifles because they run on battery power. but I totally agree with you.

Also gun design Seen the magazine location on the new scout rifles? How?

It just makes no sense. Any weapon with a magazine should hold that capacity +1.
