Here is my guess Step 8 Wait until armsday, he showed it to the foundries and they are willing to try and assemble it with the dvalin relics. However they need some field tests first. step 9 Get X kills with a fusion rifle with a secondary telemetry. step 10 Get X kills in crucible with a fusion rifle step 11 They have put it together but need a certain code or part that is missing to make everything work/ Do a special 41 story mission, maybe promethean code and go down to that lower level at the end to get a code or something to make the rifle work properly? Or maybe even all Rasputin missions with a harder version to gain Rasputin's trust allowing us to take the parts there and he assembles them into sleeper stimulant? step 12 awarded Sleeper stimulant At least I hope it is something like that.
