Pretty sure I've turned in 3 of those fusion rifle things... Where do I get the 4th? I heard you only get one per planet, is there anyway to find out what planet I haven't gotten one from yet?

I got all 4 while farming draksis a few weeks ago. So they don't have to be from other planets. They just drop randomly. RNG

They drop randomly from just about any enemy but I usually get them from strikes.

Hit y on your core then put the blue prints in their respective spots. It should let you hit A if you have that blue print and fill it in blue.
