I did report the user in game and to xbox but want them investigated by bungie before they ruin someone else's experience, nothing done at my end would have made them send 32 invites

They still won't ban them. The most they'll probably get is a restriction and in all honesty Bungie will probably set it aside since they have bigger things to worry about.

Then it's a Microsoft issue. If someone is trying to mess with you Xbox live experience and access your account that's all on microsofts end

There is no signing into your Xbox account or even destiny without going through Microsoft (on the Xbox anyway). Even the website uses Microsoft authentication. You might have made an enemy of him through destiny or its forums. But every step beyond that is Microsoft. The same login and account controls outlook, Microsoft purchases, Skype, Xbox, etc. so someone getting in there is very very bad
