You know most of the hunters that know what they are doing don't go for the kill shot...there is a reason for that.

Ok well i have more pvp experience and can confirm the guy is correct. If you knew the titan was in his super dont go for the kill. Shoot the floor behind the wall and the titan would have been tethered way before he came out in view

If I shot behind the wall, he would've turned the corner and have been safe. If I shot in the open, he still could've thrown a hammer and killed me.

So like what i learned to do with the tether is use the black hole perk and it has a long tether range. You can even use the perk that sets your tether as a trap and shoot it on the ground while you go hide. If the titan is stupid enough he will follow and get stuck, thats when you get out of cover and gun him down. Idk if that made sense :/ idk how to make it clear.

Your talking about a direct hit...which if you knew what you were doing you wouldn't be worried about that. Since you seem to be not getting it let me explain it for you. The bow is first and formost meant as a support item...and meant to trap. You don't trap with a direct shot (this would shift the balance to much hence the delay), instead you place the shot in the path of your target. This is not only basic trapping and hunting, but is also something taught for and used in combat. Bungie assumed players (especially hunter users) would be smart enough to get this basic mechanic of the bow. Trapping the targer is better than getting the direct kill shot. Sorry, but the bow works as intended.
