It seems to me like the Hive and Vex have "Gods" but the Fallen and Cabal have kings and emperors.

But they worship servitors like they're gods

That's cuz they literally give the Fallen the stuff they need to live. Like, they make it. If someone you knew was the only source of oxygen and could make it out of thin air, surely they'd be a god to you.
