Your Collector's Edition Package was delivered to the Postmaster of one character from each class the first time you logged in to that character after The Taken King was launched on 9/15. Each package is only delivered once per class, not per character.
If you deleted the character to which the package was delivered without retrieving it from the Postmaster the package was deleted along with that character. See this help article for more information: https://www.bungie.net/en/Help/Article/12427
You may be able to retrieve some of your Collector's Edition items from the various Collections around the tower, such as the Emblem and Shader Collections near Eva Lavante in Tower North, and the Exotic Armor Collection in the Hall of Guardians (near the Vanguard Mentors).
If you wish to request a refund you will need to contact the retailer from which you made your purchase. Bungie cannot provide refunds directly.

Precedence was set for collectors edition items that it was account bound, and always available regardless of recieving it per character. I also specifically paid additional money to retrieve these items that you/bungie have not successfully delivered. I purchased this from PSN storefront, they will not refund and you know this. including an item that allows for a new level 25 character encouraged a very predictable scenario where people would be deleting characters. You/bungie introduced this problem to the community, not the other way around. This answer and policy is not acceptable in this situation. Doing the right thing is not complicated.

So I had this same thing happen with my warlock today. I just created him and there was no package. I was able to find everything but the shader at their respective kiosks. Is there a way to get the shader added to the kiosk? Because that's all I really want, and with purchasing the collectors edition, it should be obtainable no matter what.

No offense, but who thought that was a good way to do that? Because what you are telling me is that a third of the reasons I bought the digital collectors bonus for I have now lost permanently. No way to recover, just gone. That is possibly the stupidest thing I have heard in a while. Please do everyone a favor and make that clear to all future costumers. Because speaking from experience, some people get their new shiny character to the tower for the first time and see what an ugly face they have and don't want anything to do with it. They promptly log, delete, remake. Never once thinking that those nice bonuses are now gone. Please change this, because honestly, it just makes you look bad and pisses people off.

I did exactly that, I didn't like my ugly face XD I made a new character and well, you can guess what happened next.... -blam!-ing bullcrap.

I've never deleted a character and I've never received my Warlock's shader. This is a bad way to support your whales. Please give me my shader.

That's a BS answer bungie. You have people that are loyal players that have spent 80 dollars with the promise of goods and you have failed to deliver in a logical and reasonable manner. Fix it or lose future customers as well as current ones. Also, take some of the millions you earn and invest in a proper support channel, chat or phone line.

I read the article, so in other words, if we bought the collectors edition and/or upgrade (costing us the respective amount), the items don't become account bound until we've picked them up for the first time? I'm sorry, but that's extremely bad programming. I don't want a refund, I just want my d*** shader. The vip stuff and Laurea Prima went right to our collection, why can't the collectors edition content? I'm not asking for a refund, I'm asking for this to be fixed so that Promotional things go straight to our collection, regardless if one specific character picked up a package in-game.

Yes, indeed. The only exploitable item is the exotic item, it makes no sense that bungie denies Us the shader if we made the mistake of deleting our character. Especially as new players. Bungie, please look into this matter, so much people are a victim of this.

Yes, I agree with TekuKago. I have the same issue with one of my characters(warlock) and I just can't access the shader. I can get the emotes just fine and the exotic item is also available at the blueprint kiosk, although it costs glimmer and an exotic piece, which we should not have to pay, because we are entitled to get it for free. Either way, I do know that the exotic item thing is exploitabel, since you can dismantle it, so it's not the worst issue not getting it. Not getting the shader though, is a true kick in the face. There is no way that players can exploit having shaders. I also see no reason why we are not getting support for this, we paid for this content and we want it. Come on bungie, this is the community speaking to you.

I wasn't aware it was a one chance deal, there was no fore warning anywhere stating it was for only the first character. Even so, the shaders should still at least be available in the kiosk seeing as I paid for them and now have absolutely no way of accessing them.

The collections are not complete. Items and emotes are there yet shaders and emblems are nowhere to be found. Collection panel just shows my unlocked warlock one. Not the ones I have never received. Since this is paid content is there anyway you can resend the packages? I would be willing to reset all my characters/account or what I can do. Refund is a last resort. This is gonna be an issue on PS Store.. Thanks for the help
