Able to play Destiny on XBox 360, but TTK content asks me to repurchase game.

I purchased TTK for players who had purchased the previous expansions on Sep 8th. After much work and many phone calls, the select destination screen still tries to make me re-purchase the game. I've spent 3 hours on the line with Microsoft support. One guy told me he would refund the game but that it would take 3 days to process the refund and it was impossible to just credit my X-Box Live account. I asked to speak to a supervisor, was put on hold for 20 minutes and then cut off. I called back and gave "Denise" at XBox Live support my number, in case I should be "cut off" again. I explained all the steps I had taken: Re-downloading the game and expansion, soft/hard resets and unplugging, deleting cache, re-downloading licences, deleting and re-installing my profile etc... (just to be clear, they can see my purchase account history and it's there). She said there wasn't anything she could do. No refund. No nothin'. I asked to speak to a supervisor. 30 minutes later he tells me until the service error is clear there's nothing he can do. It really makes me wonder why anyone would pre-order a game. I would really appreciate it if somebody from Bungie could look into this.
