seems to have fixed itself. I left my ps4 in rest mode all day yesterday, logged on last night and completed the vanguard quest for my class, picked up the rest of the quests from the kiosk, did a couple of bounties. at some point during that i noticed that the y2 blueprint was unlocked. no idea what specifically I did to unlock it, unfortunately.
