I'm having the same on Xbox One.
Last night, when the update launched, I put it to download, and it did. After it did, I went into the tower for a couple minutes, and everything worked fine (this was at around 6PM PST). I logged off after a few minutes, not having played anything except visiting the tower. Instead of quitting Destiny and then turning off my Xbox, I just pressed the power button, so it went to sleep (I have Instant On).
This morning, when I got up got school, what happened is described below in steps 1 - 6. I thought I had corrupted Destiny somehow, so I proceeded to delete everything Destiny (I have a digital copy) and set it to download again.
When I got back home, here is what is happening:
Basically this is the pattern:
1) I launch Destiny
2) go to my character selection screen
3) Choose a character
4) I stay stuck on a black screen with the loading icon the bottom right
5) However, If I move something to that character from the Destiny App, then it pops up on the right side of the screen as a loot drop.
6) Eventually, after a couple minutes, it tells me my account must be signed in elsewhere or my account settings changed and it will boot me to the 'Press A to play' screen.
However, if I disconnect my Xbox power cord, and then leave it off for 2 minutes, plug it back in, this is what happens:
Login to my character
It works, I can see my ship
However, it keeps saying 'Waiting for Party stabilization' in the bottom left, so I obviously can't visit the tower or go anywhere.
I can view my roster, my quests, my inventory
In about 20-30 seconds, I get a similar error, but at the bottom it says 'Error Code vulture' with the rest of the text that account settings might've changed etc.
I'm back on my Press A to Play screen
I'm really confused and a little bit scared as to what happened, and I can't seem to resolve it no matter what. Can anyone help me out? Or point me in a direction? I'd really like to try out the new update, or heck, even play destiny at all.

I have had exactly the same problem on my xbox one. Destiny is currently my only internet game that doesn't work at all, so I think this is something wrong with the game itself. I also deleted my digital copy and redownloaded, but my problem hasn't changed.

I just tried it tethered off my phone's 4G, and it actually worked... Not working on my WiFi/wired though...

When I first got the game, that was the only way I could make it work, but since then I've connected it to very stable wired internet. Only Destiny causes this much trouble. I just went the restore factory defaults way, but I doubt this will improve it

Yeah, it's definitely a connection thing for me. It started working on my WiFi extender's Access point, but then I keep getting weaseled

Ok I fixed it somehow I did a lot of stuff I will redo all the steps and let you know what helped me Edit: Did you try to set MTU in the network settings to around 1430?
