No we start at the highest possible level our character can get to, bungie has already confirmed that many times. There will be a consumable that is in the post master that will bring you to level 25 for one character only.

You start at level 25 of you make a new character then use the spark of light or whatever the bonus is called that everybody gets for buying the taken king, they've said multiple times that if you will start at whatever level your character currently is
