no it doesn't. I am in a clan of almost 200 casual players, and nearly every single one of them had a ghorn way before he sold it. I couldn't even tell you when the last time was that I have run the vanguard strike playlist with randoms and every person had a ghorn. I got my first one 2 months ago and have had it drop 4 more times since then. Taking 2 minutes off of a boss fight for the next 3 weeks until the nerf doesn't break the game.
