Sure bud...
I'll address one point of your negative comment.
There's no cheating: Cheat~ act dishonestly or unfairly in order to gain an advantage, especially in a game or examination.
The player was estimated to have a latency of .36 in the match at a constant rate throughout.
The normal latency was measured estimated to be around .04.
Other players in that same match were estimated to be around .08~ .12.
That is an advantage in the game of over 1/3 of a second for a moving target, in which said player did continuously move through out the game. That advantage is then compounded by the input lag from a PS4 to a Big Screen TV at another 1/3 second. This gave said player an advantage of up to 2/3rd seconds on peaking around corners for those that would ambush him and spotting and firing at said targets.
What is clear is that an advantage in a game was generated. What is unclear is the intent. But this post was never about a player cheating, but rather about unusual activity in the PvP gaming atmosphere in which hit marks were not doing damage in the match or shots were not registering damage at all. This has happened in other matches, this is why a communication with Bungie to look into the matter closer was requested. This thread was not a witch hunt, this is not Salem. It is a player requesting a service provider to check out a game, in which said users experience was outside the norm.
Have a good day.
Bottom line, he missed. He thought he hit him, and rage reported. Not cool. Everyone can see the video. And so now he's covering his ass with BS that not a single intelligent person actually believes.
