They didn't say that at all.
Point of fact, some of the raid-level gear has a much higher Attack or Defense value in the numbers I saw; we're likely to see our Raid gear having a much higher-than-vendor level Defense and Attack stat.
Thing is, now items don't have a top end. One you get near the top end, you can chew up a newer-raid item to bulk up an old one, but it's not a complete upgrade; eat a 170 to improve a 160 and you get a 168. It's not lossless, and vendor items are entirely too expensive to buy over and over and over again to accomplish a thing like that.
I think you need to think about what the new item ascension system is going to mean for the leveling economy. The vendors may sell purples which turn out to be very powerful in the end, but need to be shepherded through a significant amount of gameplay and upgraded quite a lot in order to become competitive. Maybe I'm wrong, of course, but it'd be a wasted opportunity if they didn't do something like that.
'S not to say that Bungie's never wasted an opportunity, I guess?

Oh, I agree. And as time goes on, the gulf will get bigger. Still, I don't think disappeared items are going to stay disappeared forever in any case. Too big a waste of man-hours, that shit is unsustainable. I think it'll come back different, or I dearly hope it will.
