Bungie rating the character light level through gear is fine since it's all used by a level 20. Bungie Determining Character XP from Gear?? What about character Playtime and those motes of light that are awarded every couple of thousand experience. My hunter currently has 82 motes in inventory and my Titan has 66 motes. That equates to a lot of levelling past 20.
